Berlin. „Wie bleibt Deutschland auch in Zukunft ein starker Industriestandort?“ Dieser Frage ging Joachim Milberg, BMW-Aufsichtsratschef und früherer Vorstandschef des Münchner Autokonzerns, auf dem Automobilwoche Kongress in Berlin nach. Die Antwort sei relativ einfach: „Durch Innovation und nur durch Innovation.“ Darin liege der Schlüssel für Beschäftigung, Wachstum und Wohlstand. Um den Wohlstand in Deutschland dauerhaft zu sichern, brauche es eine starke Industrie, die in ihrer Innovationskraft gefördert wird. "Wohlstand entsteht durch Wachstum, Wachstum entsteht durch Beschäftigung, Beschäftigung entsteht durch Wettbewerbsvorteile, Wettbewerbsvorteile entstehen durch Innovationen, Innovationen entstehen durch kluge Köpfe und kluge Köpfe entstehen durch Bildung", so Milberg. Innovationen seien nicht nur elementar für nachhaltigen Wohlstand, sie entscheiden auch „über den Aufstieg und Fall von Unternehmen und Volkswirtschaften“.
Milberg gibt zu bedenken, dass Deutschland von einem Niveau des durchschnittlichen Wachstums von rund drei Prozent in den 70er Jahren „stufenweise auf ein derzeitiges Niveau um etwa ein Prozent abgesackt“ ist. Um diese Entwicklung auszugleichen, habe der deutsche Staat seinen Wohlstand immer stärker über Kredite finanziert. Heute liegt die Staatsverschuldung bei über 80 Prozent des deutschen Bruttoinlandsprodukts. Damit sich das Land nicht immer weiter verschulde, benötige es ein Wachstumsniveau, das näher an dem der 1980er Jahr liegt, zumindest nachhaltig über der sogenannten Beschäftigungsschwelle, die bei etwa zwei Prozent liegt.Milberg ist überzeugt, dass ein solches Niveau nur durch mehr Innovationen erreicht werden kann. Die hohen Wachstumsraten von damals seien begründet in einer Wirtschaft, die durch Innovationen angetrieben war. Die Leistungssteigerung, die Deutschland jetzt benötige, sei nur durch qualitatives, nachhaltiges und damit auf Innovationen basierendem Wachstum möglich. „Wir brauchen mehr industrielle Wertschöpfung. Nur dann werden wir unsere Wettbewerbsfähigkeit sichern und ausbauen und dadurch mehr Arbeitsplätze schaffen."Automobilwoche Kongress
Milberg: Innovation ist der Schlüssel für Beschäftigung und Wachstum
Damit Deutschland ein starker Industriestandort bleibt, muss der Staat mehr in Bildung investieren, fordert BMWs Aufsichtsratschef Joachim Milberg. Die Hochschulen sollten die Ingenieursausbildung weltweit besser vermarkten.
"Weniger Nachschub in die Pipeline für Innovationen"
Um Europa als Innovationsstandort zu stärken, wurde im Jahr 2000 in der Lissabon-Vereinbarung ein Wert von drei Prozent des BIP eines Landes als gemeinsame Zielgröße in 2010 für Aufwendungen in Forschung und Entwicklung vereinbart. „Ist drei Prozent vom BIP für Deutschland die richtige Zielgröße?“, fragte der BMW-Aufsichtsratschef.
Für die Zukunftssicherung sei neben Forschung und Entwicklung auch das gesamte Bildungssystem wichtig - und das ist deutlich unterfinanziert, wie ein Vergleich mit anderen OECD-Mitgliedsstaaten zeigt. Während in Deutschland nur 5,3 Prozent vom BIP in Bildung fließen, liegt der OECD-Durchschnitt bei 6,3 Prozent. „Uns fehlt zum Durchschnitt ein Prozent vom BIP an Bildungsinvestitionen, das sind in Deutschland etwa 26,5 Milliarden Euro“, führte Milberg aus.Nimmt man den Forschungs- und Bildungsbereich zusammen, „so wird eine große Lücke im Bereich der Zukunftsinvestitionen sichtbar“. Laut früherer Zielsetzung der Bundesregierung sollten drei Prozent des BIP in Forschung und Entwicklung und sieben Prozent in Bildung fließen, in Summe also zehn Prozent. In der Realität sehen die Zahlen deutlich anders aus: 2009 flossen in Forschung und Entwicklung 2,82 Prozent vom BIP, und in Bildung 5,3 Prozent, macht in Summe zirka 8,1 Prozent, rechnete Milberg vor. Die Unterfinanzierung liege bei zirka 50 Milliarden Euro. Er plädiert dafür, mehr in die Zukunft und damit in die Menschen zu investieren. Milberg weist auf den sinkenden Anteil der Absolventen der Ingenieurwissenschaften hin und den parallel steigenden Bedarf an Ingenieuren. "Weniger Absolventen, weniger Ideen, das bedeutet für unser Land weniger Nachschub in die Pipeline für Innovationen." Das sei für ein Industrieland wie Deutschland, das keine natürlichen Ressoucen habe und auf Bildung und gut ausgebildete Fachkräfte angewiesen sei, "eine durchaus bedenkenswerte Situation". Es werde immer wichtiger, junge Menschen aus anderen Ländern einzuladen. Der Einstieg in die deutsche Gesellschaft könnte das Studium sein. Die Hochschulen müssten sich dafür aber noch viel stärker auf ausländische Studierende einstellen. Milberg fordert zudem, dass die Universitäten die Ingenieursausbildung in der Welt besser vermarkten. Beispielsweise müsse Englisch standardmäßig als Lehrsprache angeboten werden, wie es in einigen europäischen Ländern bereits üblich ist.Er schlägt als Hilfestellung die Entwicklung eines Leitbildes für Deutschland vor, das auf den Stärken des Technik- und Produktionsstandortes aufbaut. "Unsere Identität liegt in unserer wirtschaftlichen Kraft, die unser Land gerade in den letzten 60 Jahren zu Wohlstand, Frieden und Stabilität geführt hat", so Milberg. "Unsere Kompetenzen liegen in unserer industriellen Stärke, unserem Erfindungsreichtum und unserer Exportkraft."Um die „starke Marke Deutschland“ fit für die Zukunft zu machen, müssten insgesamt drei Kernaufgaben bewältigt werden, Milberg spricht von den drei M's: „Menschen, Moneten und Mentalitäten.“ Er regt an, das Bildungssystem wettbewerbsfähiger zu gestalten, um zu den Besten weltweit aufzuschließen. „Dazu zählt auch, dass wir stärker interdisziplinär und interkulturell ausbilden.“ Er fordert, mehr in Forschung und Bildung zu investieren. „Dazu gehört auch eine gut funktionierende Verbindung zwischen Wissenschaft und Wirtschaft.“ Die Innovationsfähigkeit Deutschlands zu steigern heiße, Akzeptanz von und Motivation für innovatives Handeln stärker gesellschaftlich zu verankern. Die Umsetzung dieser Kernaufgaben müssten offensiv diskutiert werden und nach draußen getragen werden. „Denn es gilt der schöne Satz: Die Zukunft kommt von allein, der Fortschritt nicht.“
